The problem with incentivizing the field for the employer is it generally does not equate to giving the employee an increase in wage. What it does is it creates an environment where the employer sees it as an 'increase in earnings' and keeps the increase in it's pocket. What needs to be done it put caps on what an item/s can be manufactured for and sell for.
