They need to apply permaculture principles to the land all around the region (see Bill Mollison and Geoff Lawton, Australia) and the Paani Foundation (Water Cup) in India – amazing what they did with their dry land. If the powers that be were wise, they'd start learning about permaculture asap and teaching their citizens to do it too.
