The root cause of this issue in India is the exploitation of IT workers by MNCs hence many resort to scam IT for higher wages .
Government should treat cyber criminals like any other criminal or our development will be hurt by poor image. Cyber crime from India to the west is already affecting our image

As an Indian let me tell you one thing, this is a parallel industry and is supported and promoted by the political leaders. They ensure to not change the laws to make this parallel industry thrive.
There are more places in India where small groups indulge in such fraud..but not restricted to India.. mzny countries like Nigeria is famius. Romania also know..we regularly get calls from UK numbers for jobs etc… Turkey , Phillipines are other boiler rooms for nefarious hacking cum fraud schemes …
