It has nothing to do with climate change. It is not a question of amount of rainfall. Many cities expetience more frequent and intense rainfall than Dubai. The one and only reason for their flooding is: Dubai is build without drainage system. It is too shameful for the government to accept that despite their projection of modernity and luxury, the city planners had forgotten to include the drainage system thinking that there is no need for it as the city had been built on top of the dessert. Poor vision and poor city planning indeed!
Imagine where this rain would go if it was not for cloud seeding. Many life forms would suffer because they can not get their rainwater.
The operations must have stopped or limited prior to the storm as predicted earlier, then the 1000's of stranded passengers would hv not suffered and avoided airline costs, hope someone learn

I was Actually here when it happend and we saw sunken cars almost completely underwater + Trees smaller Buildings were torn and Planes Barely could Take off since the whole air port was Filled.
And Yes My familly had to Drive through the Flood luckily with a big Car…
