Remember, A President remains in Office during a time of war. Biden knows this and would use it regardless of the many lives to be lost in war including American soldiers. Depending how the 2024 elections turn out and before any new President is sworn in we may expect him to use it. In the meantime this is why the war in the Ukraine is being kept alive by him.

Much depends on how the conflict evolves – a lengthy war of attrition favors Russia's size, while mobile/ambush tactics could help even the odds for Ukraine. Terrain and weather are wild cards.
Economic sanctions seek to degrade Russia over the long run, but may have limited battlefield impact unless combined with arms to reverse momentum. Time is not necessarily an ally.
Morale and leadership make major differences in war outcomes, and Ukrainians have shown immense resolve to defend their homeland against invasion. But exhaustion can set in.
Escalation is risky and determining where to set "red lines" is difficult. Direct NATO military involvement risks wider war, while inaction allows further brutality.
Negotiated compromise remains a possibility, but Putin has not shown a readiness for serious diplomacy thus far in abandoning annexation aims.
